22, Abchurch Lane, London, April 11, 1907. WE beg leave to inform you that we have received telegraphic advice from Mr. Bland, our representative in Peking, that he can obtain no replies to communi- cations which he addresses to the Chinese, and that all negotiations are at a standstill.
Mr. Bland states that the excuse made by the Chinese is that nothing can be done until a President of the Board of Communications has been appointed, and Mr. Bland adds that, in his opinion, unless pressure can be brought to bear upon the Chinese no improvement in their attitude is likely to take place.
We beg leave to request that the foregoing information, which we cannot but regard as serious, may be submitted to Sir Edward Grey.
